To answer your question: where are Papa Donaldson and Moody Susan?  Answer: Biding their time. Spending money they don't have knowing that it is only a matter of a few years if not months before they will have unfettered access to the DRF's - and therefore Danish taxpayers' - money, homes, cars, etc. etc.  I wouldn't be surprised if the plan to have twins is the product of brainstorming sessions between Papa, Moody and mosh. Papa may even have paid for the fertility drugs so there was no papertrail directly back to mosh. With Daisy's lifetime of smoking and Henrik's obesity it won't be long now until the Donaldson clan have run of the palaces and the Danish treasury.
